Cloud Sovereignty Arrives With a Moving Estimate

A CCIA Europe-commissioned study estimates that proposed EU cloud and AI sovereignty requirements could cost 115 billion euros over a decade. Members of the association include Amazon, Google and Meta, giving the estimate an interested industry sponsor. The total is more than six times the European Commission's upper estimate. It also depends heavily on assumptions: roughly 80 billion euros comes from a modeled extension of sovereignty rules to 25 percent of cloud workloads in essential private-sector industries. Migration and software rewriting are real categories of expense, but that scenario is not an unconditional invoice. The argument concerns what future requirements might cover and how expensive compliance could become. Cloud computing promised fewer machines in the office. It has been less successful at removing the moving company, which now arrives carrying a spreadsheet and asking whether sovereignty fits through the stairwell.
