Eighty Billion Euros Lives Inside an If

Roughly 80 billion euros of the 115 billion euros in a CCIA Europe-commissioned cloud-cost estimate comes from a modeled scenario extending sovereignty requirements to 25 percent of workloads in essential private-sector industries. That assumption makes the proposed rules' scope central to the headline number. The estimate concerns a decade of potential costs under the EU's proposed Cloud and AI Development Act. CCIA Europe includes Amazon, Google and Meta, companies with interests in the debate, and its total exceeds the European Commission's upper estimate by more than six times. A workload threshold is therefore not a footnote-sized matter. Expanding the population covered by requirements changes how much migration and software rewriting the model expects. Before arguing over the size of the moving bill, everyone needs to establish which offices the hypothetical movers are entering. The policy question combines the value of greater control with transition costs. Those costs can be substantial without every modeled extension becoming adopted law. The uncertainty belongs inside the estimate, where it does most of its financial work. Cloud infrastructure may feel weightless to customers, but scenarios have payloads. In this one, a conditional clause is carrying about 80 billion euros. It should probably be offered a reinforced chair at the next policy meeting.
