Wales's Challenge Is Improvement, Not Launch Day
· New York time
Wales's weak international school results have put its new curriculum under scrutiny, with BBC reporting uncertain that the reform will help. That uncertainty leaves the practical outcome open: the policy has ambitions, but improved performance still needs to follow. International comparisons can identify a problem without supplying every teaching change needed to address it. A new framework and better learning are connected goals, not interchangeable accomplishments. Implementation has to bridge them. The launch ceremony has the easier timetable. It can begin at ten and finish before lunch. Understanding refuses to arrive on command, does not pose reliably beside a minister and may need rather more than a freshly printed document to get through the door.
