Reported Summit Plan Makes the Guest List the Main Agenda

Vladimir Putin has reportedly proposed a summit with President Trump and China's Xi Jinping about the war in Ukraine, without Ukrainian President Volodymyr Zelenskyy. The report comes amid tensions between Ukraine and the United States, its largest military backer. The immediate diplomatic issue is representation. A meeting about a country's future carries different weight when that country's leader is absent. Three powerful participants do not automatically supply the authority, consent or practical cooperation that an excluded party would bring to negotiations affecting it. For Americans, the proposal raises questions about how U.S. involvement aligns with the interests of a country it has supported militarily. The reported format is a proposal, not a completed agreement, and its significance lies partly in what the seating arrangement signals before any substantive terms are discussed. Diplomacy is often photographed as a table surrounded by flags, which can make furniture seem like a solution. But a well-balanced camera composition is not the same as a workable settlement. A conference can have excellent symmetry and still omit a necessary participant. The guest list is therefore not a decorative detail. Sometimes it is the argument, printed in place cards.
