Congress Investigates Whether Buy Should Mean Buy
· New York time
Representative Ritchie Torres of New York has introduced the Power To The Players Act, a proposal aimed at guaranteeing ownership when consumers pay for video games. If passed, it would direct the Federal Trade Commission to establish regulations. The bill addresses the gap between the ordinary meaning of a purchase and the more conditional world of digital access. The distinction matters because a game can depend on systems and permissions that buyers do not control. Calling a transaction a sale creates expectations that can sit awkwardly beside the practical terms governing continued use. The proposed FTC rules would guarantee ownership rather than a licensing agreement. For consumers, that would put a consequential question behind the familiar checkout button: what, exactly, has changed hands after someone pays? The proposal still needs to become law before that regulatory instruction takes effect. Digital commerce has spent years turning familiar verbs into legal scavenger hunts. Buy can arrive wearing an asterisk large enough to need its own controller. A clear ownership rule would challenge that arrangement. Players thought they were purchasing entertainment, not enrolling in a continuing seminar on the philosophical status of possession.
